Subject: [PATCH] Chat: new settings to prevent spam

Added the following chat coreside features
* Chat messages length limit
* Message rate limiting
* Message rate kicking

Note:
* handleChat now takes RemotePlayer pointer instead of u16 to remove useless
  lookups
